The Committee members scrutinized the Bill (Reg. No. 5000) submitted by the Cabinet of Ministers. The People´s Deputies commented positively upon the fact that the Bill envisaged expenditures for the implementation of certain legislative regulations, the effect of which was annually terminated by the laws on the State Budget. The said regulations appertain to the additional payments to the medical and cultural workers and teachers.
The People´s Deputies underscored that the Parliament intended to settle a number of welfare matters the next year. Thus, extra budget resources (in comparison with the resources of 2009) shall be allocated for the following aims:
introduction of new rates of a minimum wage, increase of wage of the personnel of the governmentally funded institutions UAH 13 billion;
measures related to the increase of a minimum wage, i.e. increase of the aid for the families with children, pensions UAH 9 billion;
adjustment of scholarships of the students of vocational schools and higher education institutions, increase of the rates of scholarship of postgraduate students and doctoral candidates, increase of the aid for pupils and students UAH 1,3 billion;
increase of the rate of financial support of the military servicemen, the ranks and the commanders UAH 2,3 billion.
However, the Committee members stated that the Bill was based on the understated rates of basic governmental social standards and safeguards, especially minimum wage and state social aid. The Parliament members believe that the rates of state social safeguards failed to correspond to the rate established by the Constitution of Ukraine and the Law "On the State Social Standards and State Social Safeguards".
The Committee also stressed that the Cabinet of Ministers envisaged only UAH 250 million for the gradual compensation of citizens´ losses of the financial savings.
The Committee forwarded its remarks and motions to the Committee on Budget.
